India, Romania sign Avoidance of Double Taxation & Prevention of Fiscal Evasion pact India and Romania today signed the Avoidance of Double Taxation and the Prevention of Fiscal Evasion agreement with respect to taxes on income to bring in change in domestic laws in line with international standards. The pact was signed after External Affairs Minister Salman Khurshid held talks with his Romanian counterpart, Titus Corlateral on the entire gamut of bilateral relations, regional and international issues of mutual interest in New Delhi. The Ministry of External Affairs in a release said, once the renegotiated agreement enters into force, it will stimulate flow of capital, technology and personnel from India to Romania and vice versa. The release added that it also provides tax stability and reduces any obstacles in providing mutual cooperation between the two countries. Obama signs Violence Against Women Act US President Barack Obama has signed into law the new Violence Against Women Act, which he termed "very important" and representing the positive progress of the country. "One of the great legacies of this law is that it didn't just change the rules; it changed our culture. It empowered people to start speaking out. EU and Thailand launch negotiations for Free Trade Agreement BY SAGARMEDIA  ON MARCH 7, 2013 On 6 March 2013, European Commission President, José Manuel Barroso, and the Thai Prime Minister, Yingluck Shinawatra, launched negotiations for a Free Trade Agreement (FTA) between the European Union and Thailand. EU Trade Commissioner De Gucht and the Thai Minister of Commerce Boonsong had met the day before to formally agree on the start of negotiations. EIB and BCR continue to support SMEs, midcaps and municipalities in Romania

The European Investment Bank (EIB) and Banca Comerciala Romania S.A. (BCR) signed a further EUR 50 million loan agreement to finance projects to be carried out by small and medium-sized enterprises (SMEs), midcap companies and public entities in Romania.  The EIB loan will co-finance projects contributing towards regional development and the productivity of SMEs and midcap companies in Romania involved in industry and services. Energy efficiency investments carried out by SMEs will also receive grant support from the European Commission (EC) under the SME Finance Facility Energy Efficiency Window, which provides for cooperation between the EIB and the EC to reduce CO 2 emissions in construction and industry. Peru plane crash Nine people traveling small airplane were killed Wednesday, the workers for a Peruvian mining company, Marsa, in the crash  carrying mining company personnel in northwestern Peru, a regional police chief told media . Battling cancer Hugo Chavez has died Venezuelan President Hugo Chavez has died at the age of 58 following a two-year battle against cancer,with  a severe respiratory infection. CAG: Rs 52,000-cr farm debt waiver scheme contentious Implementation of Rs 52,000-crore farm debt waiver scheme, government auditor CAG on Tuesday said in several cases ineligible farmers were given benefit while deserving ones were left out. Comptroller and Auditor General (CAG) has also found instances of tampering of records and pulled up the Department of Financial Services (DFS) in the Finance Ministry for deficient monitoring of the multi-crore scheme. “Overall, the Performance Audit revealed that in …(22.32 per cent of cases test checked) there were lapses/errors which raised serious concern about the implementation of the scheme”, said the CAG report tabled in Parliament on Tuesday. The report deals with Agricultural Debt Waiver and Debt Relief Scheme (ADWDRS) 2008 under which 3.69 crore small and marginal farmers and 60 lakh other farmers were given debt relief to the extent of Rs 52,516 crore. Kenya polls On inspite of violence in Mobasa Hours after several policemen were killed in the port city of Mombasa, long lines of Kenyans queued from far before dawn was a common sight there as polls opened on Monday for hard-fought elections.The elections are the first since bloody post-poll violence five years ago in which over 1,100 people were killed, and observers have repeatedly warned of the risk of renewed conflict. However, voters were standing in line several hundreds of metres long and crowded peacefully outside polling stations including capital Nairobi, the port city of Mombasa and the western town of Kisumu.
