Jan Lokpal Bill by Delhi Govt unconstitutional: SG tells LG
Beserk reports of media put Janlokpal at center of controversy for each political group wants to take mileage out of its color. Indian Lokpal when initiated by the system with its appointment and working thus lose sheen of Ombudsman who has not to be related with the Administration while in office and thus the PM,LOP or Guv nod to appointment of ombudsman or its council is just  making mockery of the Lokpal because the constitution of India does not provide any format for its structure to grow as part of constitution, lokpal is elected outside its scope to observe whether the  constitution if followed in its spirit or making individuals powerful themselves in name of constitution. Even in its name, naive in reign, his thirty days of misrule but call himself the tiger when his term is not defined for a day or week. In this backdrop when people filled with nationalism look upon the political outfit of all classes to give-up pretender ship but to  pass an effective lokpal to bring efficient, accountable and transparent order in the ruler community. But Alas each one has his reasons to save the corrupt and create fear psychosis amongst the best, thus nexus of former breeds and those of later bleeds. Thus comedy of misrule continues and money spinning goes on in the name of high ideals. However the hurry to pass the bill without any transparency is short sighted in its accountability thus who make tall promises falls flat. Bewildered persons with vain hopes, futile actions, fruitless knowledge has embraced demoniacal, delusive nature must get awakened and perform his action with contemplation ignite one’s virtuous self and work with dedication for the masses.
With best intention the  AAP government’s plans to enact the Jan Lokpal Bill in a public venue next week, soliloquy on this job faced fresh hurdles with Solicitor General Mohan Parasaran insisting that Lt Governor’s prior approval is necessary while key ally Congress toughened its opposition.
Parasaran, whose opinion was sought by Lt Governor Najeeb Jung on the constitutionality of the Delhi Government’s proposal to enact the Bill without seeking Centre’s clearance, is understood to have conveyed to him that it will be illegal if enacted without the consent. The SG is also believed to have told the LG that Lokpal and Lokayukta Act, passed last year by Parliament, is in force and a Lokpal Bill in Delhi will be repugnant to the central law. Therefore, it will require the assent of the President.
Congress, without whose support the AAP government cannot survive, on Thursday decided that it oppose the Bill at the introduction stage itself. Holding the government’s plan as unconstitutional, the Delhi Congress leaders decided to meet the Lt Governor and urge him to prevail upon the government not to go ahead with its plans. “We will fight the issue tooth and nail. We will not allow the AAP government to do any unconstitutional things,” DPCC spokesman Mukesh Sharma said.
On the other hand unfazed by criticism, the AAP government has declared that it will go ahead with enacting the law. It plans to introduce the bill in the Delhi assembly on February 13 and discuss it for two days before shifting the proceedings to a sports stadium for passage of the bill. Will the AAP government works for Lokpal or ensuing General election their move both at win or lose give them blend of nationalism at work.
