Please find attached the Analysis of Criminal, Financial and other Details of newly elected Councillors in MCD 2012.
Highlights of the Report:
- Delhi Election Watch has analyzed affidavits of 236 newly elected Councillors out of 272 of the Municipal Corporation of Delhi 2012 Elections.(Still trying to get affidavits of rest of the winners)
- Out of these 236 newly elected Councillors analyzed,49 Councillors or 21 % have declared criminal cases against them.BJP has 29 out of 121 (24 %), INC has 14 out of 66 (21 %), BSP has 2 out of 14 (14 %), INLD has 1 out of 3 (33 %) Councillors with declared criminal cases.
- Out of these 49 newly elected Councillors with declared criminal cases, 12 have declared serious criminal cases like murder, attempt to murder, kidnapping, robbery, extortion etc. BJP has 5, INC has 4, BSP has 1.
- Among these 49 newly elected Councillors who have declared criminal cases against themselves, Shoeb Danish of INC from ward 205-Zakir Nagar with 4 cases including 2 charges related to attempt to murder. He is followed by and Meghraj Chandela of INC from ward 107-Vishnu Garden with 2 cases including 1 charge related to attempt to murder and Bansi Lal an independent of ward 230-Geeta Colony with 2 cases including 1 related to murder.
- There are a total of 17 IPC charges of heinous nature on the newly elected Councillors. These include murder, attempt to murder, kidnapping, extortion, etc.
- A total of 120 newly elected Councillors out of 236 analyzed i.e. 51% are crorepatis.
- The Councillor who has declared maximum assets is Smt Satvinder Kaur Sirsa of BJP from ward 103-Punjabi Bagh with assets worth 112 crores. She is followed by Naresh Balyan an independent from ward 126 Nawada with assets worth 57.23 crores and Manju Setia INC from ward 112-Subhash Nagar Town with assets worth 32.79 crores.
- Among major parties,the average asset per Councillor for BJP is approximate 3.19 Crore , For INC is 2.46 Crore , For BSP is 1.79 Crore , For RLD is 30.82 Lacs , For INLD is 4.95 Crore , For NCP is 91.46 Lacs , For SP is 1.82 Crore , For JD(U) is 2.67 Crore , For LJSP is 1.44 Crore.
- 10%of the newly elected Councillors (23 of 236 analyzed) have not furnished PAN card details.
- Out of 236 newly elected Councillors analyzed, 62 Councillors (26%) have declared that they have never filed their ITR.
- The Councillor, who has declared highest total income (including self, spouse and dependent), is Raj Kumari of INC from Ward 111-Hari Nagar. She has shown a total income of 94.80 Lacs (self incomers 3.08 Lacs). She is followed by Smt Satwinder Kaur Sirsa of BJP from ward 103-Punjabi Bagh with a total income of 94.80 Lacs (self incomers 1.31 Lacs) and Abhishek Dutt of INC from ward 159-Andrews Ganj a total income of 27.58 Lacs (self incomers 27.58 Lacs)
- More than 40% of the newly elected Councillors (95 of 236 analyzed) are graduates and above.
- When comparing men and women newly elected Councillors on the basis of declared criminal cases,31.6% of men Councillors (37 out of 117) have declared criminal cases whereas only 10.08% of women Councillors (12 out of 119) have declared criminal cases.
- When comparing men and women newly elected Councillors on the basis of declared serious criminal cases, 7.6% of men Councillors (9 out of 117) have declared serious criminal cases whereas only 2.5% of women Councillors (3 out of 119) have declared serious criminal cases.
- When comparing men and women newly elected Councillors on the basis of declared assets, 55% of men Councillors (64 out of 117) are crorepatis whereas 47% of women Councillors (47 out of 119) are crorepatis .
