Draft discussions on Jan Lok Pal bill
Lokpal exists in the system and there is a 3-tier structure.
1) Lokpal at central Level ,Central policies and departments.
2) Lokayukta at State level,state policy and department.
3) Upa Lokayukta at district level.
What ever may be the Lokpal/Lokayukta decision,that can be challenged in the Courts. They can go to High Court in the case of Lokayukta, Supreme court in the case of Lokpal.Judiciary is the final.
Lokpal bill thus from arbitrary must take form of powers of another judiciary and needs to have some teethes for the corrupts to be punished.
