Viktor Yanukovych the Ukrainian President

Viktor Yanukovych takes oath as Ukrainian President, the opposition leader, Mr. Viktor Yanukovych, who won Presidential earlier this month has been sworn in as the country's new President.He swore the oath of office in parliament today, in front of deputies and visiting foreign heads of state and representatives.Yanukovych took the oath of office as Ukraine's fourth president by vowing to keep his country at an equal distance from Moscow and the West thus takes U turn away from the policies of his predecessor, Viktor Yushchenko, who alienated Russia by pressing for NATO membership. Kremlin source said Thursday that Medvedev's absence should not be misinterpreted. "This has no political overtones but is purely a matter of timetables. An inauguration is just a protocol event," the source said on condition of anonymity because he was not authorized to make public comments about the matter.

But the real reason for his absence might be a foreign policy rivalry between Medvedev and Prime Minister Vladimir Putin, who have ruled the country in tandem since Medvedev's election in 2008, said Vladislav Belov, an analyst with the Moscow State International Relations Institute.

"If both went, this would be too much. If Medvedev went, this could offend Putin, and if Putin went, this could offend Medvedev," he said.Reports Moscow news

Yanukovych declared in his inauguration speech that Ukraine would participate in international cooperation as "a nonaligned European state" Yanukovych took his oath in a half-empty parliament as the election results exhibits crippled political fragmentation but the neigbour countries presidents of Poland, Belarus, Lithuania, Latvia, Armenia and Hungary were among 11 heads of state attending, according to the Ukrainian Foreign Ministry.Kiev had sent an invitation for Medvedev to attend the ceremony Kremlin sent State Duma Speaker Boris Gryzlov and the head of the presidential administration, Sergei Naryshkin.

Prime Minister, Yulia Tymoshenko, said, Mr Yanukovych won through fraud and refuses to recognise his victory.The International observers have said the election was conducted fairly. Both Mrs Tymoshenko and the outgoing president, Viktor Yushchenko, refused to attend the ceremony.

Yanukovych served as the Governor of Donetsk Oblast from 1997 to 2002. He was Prime Minister of Ukraine from November 21, 2002 to December 31, 2004, under President Leonid Kuchma,was an unsuccessful candidate in the controversial 2004 presidential election,losing to Viktor Yushchenko. Yanukovych continued to lead his party, the Party of Regions, after the 2004 election, and he served as Prime Minister for a second time from August 4, 2006 to December 18, 2007 under President Yushchenko.

Yanukovych was the top vote-getter in the first round of the January 2010 presidential election, and faced Yulia Tymoshenko in the second round of the election.Yanukovych won the second round of the election with 48.95% of the vote against Tymoshenko's 45.47%.
