With political parties including the Left opposing hike in fuel prices, Prime Minister Manmohan Singh today warned government is not in a position to fully insulate the consumer from the impact of rising oil prices.
'We cannot allow the subsidy bill to rise any further. Nor do we have the margin to fully insulate the consumer from the impact of world commodity and oil price inflation,' Prime Minister said, addressing the Assocham's annual meeting here.
Calling for a wider political consensus, Singh said the government could insulate poor people 'up to a point' and economic pricing of oil was essential to sustain growth.
However, he expressed confidence that the Indian economy would continue to grow at 8 per cent and above despite global slowdown.India has maintained the economic growth of 9 per cent and above for the last three years.
While the government would remain focused on reversing the upsurge in inflation, Prime Minister said, 'We have to learn to husband our fiscal resources prudently.' Seeking industry support for taming the price rise, Singh said, 'I do not wish to see a return to era of blind controls-At the same time, we have to have the fiscal means to protect the poor from adverse impact of inflation.'
Despite the crude oil prices ruling in the range of 127 dollars a barrel and causing huge losses to the state-owned oil marketing firms, the government has not been able to pass on the burden due to lack of political consensus.
HRD Minister Arjun Singh's plain talk at the Congress Working Committee (CWC) meeting that inflation cannot be wished away has raised many an eyebrow in party circles.
While several leaders said at the CWC meeting last night that price rise was not the main cause of the debacle in Karnataka and there were other factors, sources said Singh, in significant remarks, said inflation could not be wished away.
His remark was being seen in party circles as a veiled attack on the government's handling of the price rise issue.
Prime Minister Manmohan Singh explained the situation caused by volatility in global crude oil prices and said all steps would be taken to ensure that the burden on people with regard to fuel prices was minimum.
The CWC also saw senior leader C K Jaffar Sharief's strong plea for a brainstorming session like the one in Pachmarhi.
Jaffar Sharief circulated a note in which he called for a 'thorough introspection to find out where we have slipped the ground and how to bring back credibility to the party and the leadership.' 'We should also find credible instruments within the party who can ably address these problems and find solutions,' he said in the note.
He said, 'we need to sit seriously for 2 or 3 days for a thorough introspection.' The AICC has held two such brainstorming sessions since Sonia Gandhi became the party chief a decade back. The first was held in September 1998 at Pachmarhi in Madhya Pradesh.
On Saturday,CWC an apex body of Congress party made four hours delibration on price rise and poor performance in karnataka, the following resolution was passed, 'While it is true that the BJP has won elections in some States, the Congress believes that its emergence is detrimental to the very fabric of our society and to the nature of our secular, nationalist ethos. The Congress will confront and combat the BJP, both ideologically and electorally. There is a fundamental difference between the BJP's vision of India and the Congress' vision. Our vision unites, the BJP's divides,' said a resolution adopted unanimously.
